Andy Leoni, PE
Andy has achieved success throughout his career by being a proactive self-starter. He started Salient Power Engineering because he believes he can offer superior design and service to each client. By starting this firm, it is his goal to surround himself with engineers who not only understand high level engineering practices, but who can offer each client a level of service that is unmatched in the market.
Andy is highly versed in utility and industrial substation design, protective relaying, system studies, maintenance, construction, commissioning and integration.
Prior to starting Salient, Andy was a Senior Manager with a large cooperative. He was responsible for all civil, electrical, protection, project management and construction of transmission lines and stations (115kV – 345kV) with annual capital budget of approximately $100 million.
Prior to that appointment, Andy was a Senior Manager of Power System Planning Team where he was responsible for power system planning studies and project development to meet load serving, generation interconnection, and reliability needs with a 10 year planned capital budget of approximately $2.2 billion. He developed a NERC compliance program, assisted in reforming Large Generator Interconnection Procedures (LGIP) and completing interconnection studies (feasibility, system impact, facility).
Prior to his time at the large cooperative, he was the Vice President at a mid-sized consulting firm. Here he designed conceptual and detailed physical, control, and protection/relay setting design, project management, construction support, testing, commissioning, and operational training for utility transmission and distribution substation projects. He also had experience with ring bus, main and transfer, radial tap, two source with ATO, two and three breaker “in and out”, outdoor recloser, breaker and metal clad switchgear.
Andy also has ample expertise with Power Plants – Detailed control, protection, and commissioning to meet customer and interconnect utility requirements.
Andy graduated from the United States Merchant Marine Academy with a B.S. In Marine Engineering Systems in 1990. He later returned to school completing his Masters of Engineering, Electrical Engineering (Power Option) at the University of Colorado in 1996.
He is a PE in the State of Colorado, Ohio and Pennsylvania and a member of IEEE.
Chris Mielke, PE
Chris has a reputation for keeping clients happy. He is an experienced professional who can complete electrical, physical and conceptual design for transmission, sub-transmission and distribution substations while coordinating budgets, schedules and resources.
Chris has designed complete control and protective packages including one lines, three lines, schematics, wiring diagrams and protective panel design. Physical designs he has completed include elevations, general arrangement and conduit plans. He is adept with voltages from 230kV to 12.47kV. He has performed construction observation, testing, commissioning and wiring for both existing substation upgrades and new substation construction
He has managed electrical design for a 300MMcf/day cryogenic processing facility expansion, including a half mile 138kV transmission line, a 138kV-12.47kV substation, 12.47kV distribution line and switchgear, 32,000Hp/12.47kV motor, 4160V and 480V equipment transformers, switchgear, panel boards, VFDs and motors.
Chris can work with physical substation layouts including in and out substations, ring bus, breaker and a half, main tie main, tapped and radial feed. He has helped clients with missing, outdated or inaccurate drawings to create new, accurate and updated drawing packages, using existing equipment, cabling and in some cases relaying to modernize and upgrade protection and control systems. He has completed cutover, onsite testing and commissioning of new and existing equipment in live substations, which due to loading or other constraints could not be taken offline.
He has designed, installed and commissioned a new SCADA system for large transmission and distribution utility which included relay wiring, installation, programming and assistance in master station screens, layouts and points lists.
Chris performed coordination studies for 230, 138 and 115kV transmission systems using ASPEN software. He feels comfortable modifying necessary relay settings and suggesting system upgrades as needed. He has also performed arc flash, coordination, loading and contingency studies for large-scale wastewater treatment plant using SKM Power Tools for Windows Software.
He graduated from Colorado School of Mines in 2005 with a B.S. Engineering with an Electrical Specialty. Then returned to Colorado School of Mines and completed his MS in Electrical Engineering in 2009.
Chris is a PE in the states of Colorado, Nebraska, Utah and West Virginia and an active member in IEEE.
